According to French publication L'Equipe, Barca have reached an agreement with Dortmund forward Ousmane Dembele and have now entered discussions with the club.
It is believed that the Catalan giants have an agreement with Demebele on a long-term contract and the deal is expected to cost €100 million.
Neymar recently completed a world-record move to Paris Saint-Germain after the player's release clause of €222 million was paid.
Barca have been linked with the likes of AS Monaco's Kylian Mbappe, Liverpool's Philippe Coutinho and Juventus' Paulo Dybala.
However, Dortmund CEO Hans-Joachim Watzke said after the German Super Cup final that the 20-year-old is not for sale.
"I remember Kevin de Bruyne, he was the Bundesliga's record transfer," Watzke was quoted as saying by ESPN FC.
"When you see the years after, it was not the best transfer though as the team lost lots of quality.
"I think we've made clear that [Dembele] will stay with us ... he will definitely stay."
The French media are convinced that Barca have found their replacement for Neymar, but it remains to be seen whether Dortmund will sell their talented youngster.
